COR & SECOR

The Heavy Construction Safety Association of Saskatchewan Inc. (HCSAS) is proud to offer the Certificate of Recognition (COR™) and Small Employer Certificate of Recognition (SECOR™) programs.

COR® is an occupational safety and health accreditation program that verifies a fully implemented safety and health management system which meets national standards. The objectives of COR® are to provide industry employers with effective tools to develop, implement, assess, and promote continual improvement of their safety and health management system to prevent or mitigate incidents and injuries as well as their associated human and financial costs.

COR™ is designed to provide companies with 10 or more employees, with the education and tools needed to develop an effective safety and health system.

SECOR™ is designed for companies with less than 10 employees at any given time.  This includes all staff covered by your Saskatchewan WCB Account. The SECOR™ program has many of the same elements as the COR™ program, however the audit process is scaled down to accommodate the smaller employer.

A COR/SECOR shows that the employer’s Safety and Health Management System (SHMS) has been evaluated by a certified auditor and meets the Canadian Federation of Construction Safety Associations (CFCSA) national standards.

In order to participate in the COR/SECOR program, at least one full-time employee must take and maintain the required four COR™ courses.

  • WHMIS Train the Trainer GHS
  • Leadership for Safety Excellence
  • Principles of Health & Safety Management
  • Auditor Training Program

Once training is complete, the individual(s) are to design the Company’s Safety Program and document it in their Safety Manual. Upon complete implementation of the Safety Program, the individual(s) will conduct a baseline audit for the company that must achieve a score of 80% or higher, with a minimum of 50% in each element. Submit the passing baseline audit along with a formal written request for an external audit to HCSAS.

Once the baseline audit has been reviewed and all standards have been met, an HCSAS Safety Consultant will be assigned to perform an external audit. The external audit must pass the requirements for a Certificate of Recognition (COR™) or Small Employer Certificate of Recognition (SECOR™) to be awarded.

To maintain your COR™/SECOR™ Certificate, the company must:

Year 1: Conduct and pass an Internal Audit

Year 2: Conduct and pass an Internal Audit

Year 3: Pass External Audit conducted by HCSAS
